Dictatorship of Central Caspian

A few weeks after the suppression of the Baku Soviet Commune, the Unionists and other radicals proclaimed on 14 August 1918 a State named "Dictatorship of Central Caspian" (Diktatura Tzentrokaspia), whose flag was light blue with a central horizontal red stripe. This state was suppressed after a few weeks, too.
