According to

Until 1993, the
municipality of Belo Campo did not officially have a flag or coat of arms, which
are the symbols of the municipality. In the municipality's official
correspondence, the coat of arms used was that of the State of Bahia, which was
not suitable. Realizing this impropriety, Roberto Lettiere, Chief of Staff to
Mayor Dr. Vivaldo Tibo Laranjeira, researched old documents and contacted
professionals in heraldry. Based on municipal laws, he drafted the current Law,
number 21, which was enacted on August 13, 1993.
The same
post mentions the law. It is a lengthy text; it provides provisions to ensure
its usage and also to ensure it is used at appropriate times of day. Besides
these, the more interesting ones are provided below:
Article 6 - The Flag of
the Municipality of Belo Campo follows the general rule and will be arranged in
a band considering the colors blue, red, and white, the heraldic colors of the
Municipality of Belo Campo.
Article 7 - The colors of the Flag of Belo Campo
are a reproduction of the colors of the Municipal Coat of Arms...within the
white field, which is the liturgical color of the Saints, between the upper
field of blue, which represents the clear sky of Belo Campo, and the color red,
which is the liturgical color of the Holy Martyrs, such as the Warrior Saint
Sebastian.
Article 8 - In accordance with heraldic rules, the Municipal Flag
will have the official dimensions adopted for the National Flag, taking into
account 14 [fourteen] modules of height of the hoist by 20 [twenty] modules of
length of the rectangle. Sole Paragraph - The Municipal Flag may be reproduced
on paper or fabric pennants in commemorations of anniversaries, always observing
the modules and heraldic colors.
Article 13 - At funerals, the Municipal Flag
will be raised to the top of the mast before being lowered [to half-halyard] or
half-mast. It will be raised again before being lowered, always marching.
Mourning will be indicated by a crepe ribbon tied to the lance. Sole Paragraph
The Municipal Flag will only be raised at funerals by order of the Municipal
Mayor, but may not be raised on holidays.
