Municipality

The municipality of Quinze de Novembro (3,653 inhabitants in 2010; 22,400 ha) is located 300 km north-west of Porto Alegre.

Quinze de Novembro was settled in 1914 by the German land surveyor Alberto Schmidt, who designed plots and sold them to colonists coming from Cruz Alta and the region of Rio Grande do Sul Old colonies. The place might have been named for the date of inauguration of the temple of the Evangelic Community of the Lutheran Confession in Brazil, 15 November 1915.
The municipality of Quinze de Novembro was established by State Law No. 8,454 promulgated on 8 December 1987.

The flag of Quinze de Novembro is prescribed by Municipal Law No. 228 promulgated on 19 August 1993.

Article 2.
The flag of the municipality of Quinze de Novembro shall be white and blue, with three horizontal stripes, the central, blue, the upper and the lower, white, charged in the center with the coat of arms of the municipality, as prescribed by Municipal Law No. 38 promulgated on 14 December 1989.

The coat of arms of Quinze de Novembro is prescribed by Municipal Law No. 39 promulgated on 14 December 1989.

Article 2.
I. The shield shall be heart-shaped, charged dexter on a field gules with a handshake or surmounted by two fleurs-de-lis or and sinister with a cross or. In the center a sun or with the rays crossing a sky azure adextered with the Southern Cross argent on a nightly sky azure. In the center, separating day and night a tree sable. Beneath sinister a sheep, a bovine and a pig argent. In the background hills with a lake azure and a field vert.
II. The shield supported left by a maize plant vert and right by a soybean plant vert and or superimposed by a cogwheel tied by a scroll azure inscribed "08-12 QUINZE DE NOVEMBRO 1987".
III. The shield surmounted by a three-towered mural crown or representing the powers: Executive, Legislative and Judiciary.

Article 3.
The coat of arms has the following detailed description.
- The handshake represents union aimed at emancipation and future of the community's people. The fleurs-de-lis are a symbol of honor and transparent truth in every act of the administrators. The cross is a symbol of religious feeling and faith. In the center, the sun represents life, while the Southern Cross in the nightly sky represents culture and prudence. The tree represents the first settlers who created, with faith and work, and built the community's foundations. Superimposed to the landscape, the animals represent the cattle-breeding resources in the municipality. Maize, wheat and soybean represent agriculture as the settlement's source of income. The cogwheel represents industry and commerce.
