The flag and arms of São Bernardino are prescribed by Municipal Law No. 17 
 promulgated on 19 March 1997.
Article 2.
The coat of arms shall have 
 the following symbolic interpretation.
The Samnite shield used to represent 
 the arms of São Bernardino was the first style of shield introduced to Portugal 
 by French influence; inherited by the Brazilian heraldry, it evokes the 
 colonizing race and main builder of the nation.
The municipal coat of 
 arms has the following meaning, regarding its shape, colors and details.
1. 
 The shield-shaped field is subdivided into five geometric figures 
 characterizing the main sources of income of São Bernardino's people, as well 
 as the origin of the municipality, which was separated from the municipalities 
 of Campo Erê and Sãp Lourenço do Oeste.
2. In the upper left quarter, on a 
 celestial blue background, a milk cow's head with a cask, symbolizing dairy as 
 an alternative source of income for households.
3. On the side, symbolizing 
 animal breeding, a bovine's head and a pig's head, representing the main source 
 of income of the São Bernardino's breeders.
4. Left in the shield's inner 
 part, two strong ripening maize cobs, beside beans plants with thee riping pods 
 on a celestial blue background.
5. Right in the lower right part of the 
 semi-circle, three Brazilian pines symbolizing the main rainforest tree. 
 Replanted trees, extracted timber, representing timber industry, in a limpid 
 and stainless blue sky.
6. In the shield's center, on a white circle 
 outlined in black, a partial representation of St. Bernard, symbolizing the 
 patron saint of the chapel at the origin of the name of the new municipality.
 7. Surrounding the shield, two ripening maize plants with two cobs, standing on 
 a red scroll and interlaced with bean plants representing the main crops, 
 sources of income for the municipality.
8 - Beneath the shield, a red scroll 
 inscribed with the date of establishment of the municipality, "19/07" at one 
 end and year "1995" at the other. In the scroll's center, the toponym "SÃO 
 BERNARDINO" and the acronym of Santa Catarina state, letters and numbers white 
 on a red background.
9. The mural crown surmounting the shield is the 
 universal symbol of domain's arms; argent with three towers, it symbolizes 
 dominion, emancipation and struggle for the development of the municipality. 
 The red open gates symbolize freedom of action and empowerment and equality 
 among the citizens.
Article 4.
The municipal flag of São Bernardino 
 shall have the same proportional dimensions as the national flag, that is, 14 
 units in width on 20 units in length.
Article 5.
The municipal flag 
 of São Bernardino is composed of five colors.
a) Celestial blue, forming an 
 horizontal rectangle of 12.8 units in length on 14 units in width, charged in 
 the center with a white circle inscribing the municipal coat of arms.
b) 
 White, forming a circle of 7.8 units in diameter placed in the flag's center, 
 charged with the municipal coat of arms of São Bernardino.
c) Red forming 
 two vertical stripes at the flag's ends, each of 1.2 unit in length on 14 units 
 in width (flag's width), bordered by yellow stripes.
Red is one of the 
 colors of the flag of Santa Catarina; it symbolizes courage and force in the 
 struggle for the municipality's emancipation and development.
d) Yellow 
 forming two golden yellow stripes, between the red and green stripes, of 0.6 
 unit in length on 14 units in width.
Yellow is one of the colors of the 
 national flag; it symbolizes the soil and subsoil resource.
e) Flag green, 
 forming two vertical stripes between the yellow stripes, of 1.2 unit in length 
 on 14 units in width, parallel to the yellow stripes.
Green represents one 
 of the colors of the national flag; it represents rainforest, reforested areas 
 and aspiration to people to see the young municipality of São Bernardino's 
 success and economical development.
