The Municipality

Rivière-Ouelle is a town located in the Kamouraska Regional County Municipality within the Bas-Saint-Laurent region of Quebec. It is located on the Saint Lawrence River; the Ouelle River flows through the town.

Coat of arms

"[Per pale], 1. Azure semé with fleurs-de-lis or, 2. Gules two wheat spikes or in base a porpoise [of the same]. A pallet wavy argent superimposed."

Motto: "labeur et valeur" [labor and valor].
The motto summarizes both past and present, work and rest, effort and success, active and passive, endeavoring youth and wise old age. From the work of centenary plows emerged a country for valuable men and women.

Elements
The three colors, blue, white and red, emphasize the French origin in Rivière-Ouelle. The blue background covered with fleurs-de-lis recalls the French origin of the country and of the part of the country constituting River-Ouelle. The blue background also recalls the pacific character of people and of the environment, as a symbol of the tradition element.
The fleurs-de-lis on a blue background symbolize Rivière-Ouelle's elder involved in justice, politic, letters, the church...

The red background highlights the country's other historical period, the English domination. The red background symbolizes love and courage. It also indicates a transforming element of progress, even of revolution. A symbol of change.

The white pallet highlights in a bright way the municipality of Rivière-Ouelle, which is strongly characterized by the river that crosses and divides it. It also symbolizes the link, the municipality's creating element, the synthesis obtained by the meeting of the values of tradition and change. While blue and red symbolize the past, white (argent) is the element of present. Length, permanency. Active vs. passive.

The wheat spike indicate that agriculture was and still is the main source of income for the municipality of Rivière-Ouelle.
The fish recalls that fishing (especially of porpoise) was, after agriculture, and still is, an essential concern. The land and the sea, which fed the inhabitants, are placed on a red background to highlight the struggle for life, sometimes laborious and sometimes violent.
