The Agrupación Nacional de Empleados Fiscales (ANEF, National Group of Fiscal Employees) was established in May 1943 in Santiago, Chile, as a labor union representing the rights of civilian government workers. The organization was founded by Clotario Blest Riffo, a Chilean social activist and treasury employee, who served as the organization's president for its first 15 years.
