The flag of CAPGEFI features the Center's logo centered on the field. Above the logo are the words "MINISTERIO DE HACIENDA" in black capital letters, showing the Center's subordination to the Finance Ministry. The logo shows the acronym "CAPGEFI" in elongated, rounded, black, capital letters, underlined by a thin blue stripe. Below the stripe is the name of the Center in black capital letters. Toward the hoist, immediately before the "C" in CAPGEFI and stretching over the "A," are concentric swirls of dark green, black, blue, and dark blue. The field of the flag I initially thought was white, but looking through more photographs online (here, here, here, and here), it appears to have a yellowish tinge to it that I've tried to reproduce here. The Centro de Capacitación en Politica y Gestión Fiscal (CAPGEFI, Fiscal Policy and Management Training Center) is a training school under the Ministry of Finance that was created in July 1980 as a result of the reorganization of the Institute of Tax Training (INCAT) under Decree No. 1846. According to the Google translation of the Center's website, CAPGEFI is responsible for promoting the development of human resources involved in the processes of fiscal policy and management in all areas of the public sector, ultimately providing the public administration more effective and timely action in the direction of fiscal management.
