The Centro de Exportación e Inversión de la República Dominicana (Export and Investment Center of the Dominican Republic, CEI-RD) is an agency dedicated to promoting the export of Dominican goods and promoting foreign investment in the Dominican Republic. The agency was created in 2003, and I believe there is some connection to the Dominican government (based on the agency's URL), though I'm not sure exactly where CEI-RD fits into the overall governmental structure. The CEI-RD's "connection" with the government, as you say, is because it is a decentralized government agency.
Its existence is the merger of the Centro Dominicano de Promoción de Exportación (CEDOPEX, Dominican Center for Export Promotion) and Oficina de Promoción de Inversiones de la República Dominicana (OPI-RD, Office for the Promotion of Investmet of the Dominican Republic) by Law 98 of June 17, 2003.
