Emblem

The emblem of the Defensor del Pueblo was selected in a public contest supported by the UNDP. The contest was open to students in art, advertising and graphic design of all the universities of the country. The selected emblem was designed by Víctor Manuel Guerrero Cabral, student in art and graphic design at UASD. Honor diplomas were awarded to the other runner-ups, Francisco Eugenio Soto Ortiz (UASD) and Julissa Mercedes Ureña Castro (UNIBE). Students from UNAPEC and UCSD also entered the contest.

Background

The office of Defensor del Pueblo (Ombudsman) was established by Law No. 19 of 1 February 2001. The office of the Defensor del Pueblo is prescribed by Title VIII, Articles 190-192 of the 2010 Constitution. The main duty of the Defensor del Pueblo is to check the respect of the fundamental rights of the citizens and the legality of the acts of public administration and of private or mixed institutions offering public services.

The Defensor del Pueblo and its deputies are appointed by the Chamber of Representatives and the Senate at a 2/3 majority.
