The Instituto Dominicano de las Telecomunicaciones (INDOTEL, Dominican Telecommunications Institute) is an independent agency of the Dominican Republic government that is responsible for promoting the development of telecommunications in the Dominican Republic with an eye toward implementing the principle of universal service to ensure sustainable, fair, and effective competition in the public telecom sector. The organization also defends and enforces the rights of customers, users, and providers, and ensures efficient use of radio spectrum in the public domain. As the Dominican Republic government's organ for telecommunications policy, INDOTEL is a member of several international organizations including the International Telecommunications Union (ITU), Inter-American Telecommunications Commission (CITEL), Regional Technical Commission of Telecommunications Unions (CTU), Latin American Forum of Telecommunications Regulators (REGULATEL), and the International Telecommunications Satellite Organization (ITSO).
