The Communauté d'agglomération Centre Littoral (CACL; 2,240 ha; 92,059 inhabitants in 1999, 137,964 in 2016) was established on 1 January 2012 by the transformation of the former Communauté de communes du Centre Littoral (CCCL) itself created on 9 June 1997 by a Prefectural Decree. The CACL is composed of the municipalities of Cayenne (seat), Macouria, Matoury, Montsinéry-Tonnegrande, Remire-Montjoly, and Roura.

The Communautés de communes des Savanes (31,151 inhabitants in 2018; 1,194,200 ha), was reated in 2011 by the municipalities of Kourou (capital, accounting for 80% of the inhabitants, Iracoubo, Saint-Élie, and Sinnamary.
