Overview

The flag is blue, ratio 1:2, with the city coat of arms in the middle. The Coat of Arms is blue, with white massoned walls and red tower, crowned with golden crown and cross, all between two white double fleurs de lys. There is also a golden ornament under the walls, which is, As far as I know, not part of the blazon, but for ornamental purposes (and certainly part of the official Coat of Arms). The whole shield is outlined golden.
The image is from my pages, and quite possibly incorrect in details (shades, proportions), but fair enough.

The coat of arms of the City of Koprivnica is the historical coat of arms of the free royal city of Koprivnica. The decision of the civic assembly described the coat of arms: "In semicircular shield of blue field a white tower without gates embattled and with carved columns. Above the tower there is a yellow royal (Anjou) crown, and to the left and right each a double yellow fleur-de-lis also symbolising the Anjou house that granted the free royal city status to Koprivnica." The flag is light blue with the coat of arms in the middle. The ceremonial flag is vertical version of the light blue flag ending in swallowtail and bordered with yellow along all edges. There is nothing beneat the white tower (as I said there is in 1999). The coat of arms in the flag is bordered yellow. The Vertical-Ceremonial Flag is used only as table flag, even if the "real-size" is planned, it was never (yet?) made, as I learned talking with Mr. Ernecic, curator of the Koprivnica City Museum.
The modern design of the Coat of Arms and the flag (i.e. artistic redention based on historic pattern) is made by Draženka Jalšic Ernecic, kunsthistorian from Koprivnica (and incidentally wife of Mr. Ernecic). She designed several other flags and Coat of Arms in the county.
The flag is adopted some time in 1996, and was approved by the Ministry of administration on 12. July 1996.

As we already knew that the flag was adopted in 1996, this is confirmed with a newer decision amending the original 1996 decision issued in the official gazette of the city: Odluka o izmjenama Odluke o grbu i zastavi Grada Koprivnice, 26.9.2002, Glasnik Grada Koprivnice, br. 9/02, 27. rujna 2002.
This decision refers to the orginal adoption of the Coat of Arms and the flag: Odluka o grbu i zastavi Grada Koprivnice, Glasnik Grada Koprivnice, br. 1/96, and its amendment in the subsequent issue of the gazette 2/96, however these 1996 decision are not available on line.
The 2002 decision invalidates the 2/96 decision, and by that we may assume with large assurance that the amendments of the 2/96 decision where just as minor as the 2002 decision, so we should look for the 1/96 decision for the major corps of the legislation. Namely, the 2002 decision only changes some numbers in the determinations on fines, and invaldiates the 2/96 decision.
A vectorized detailed drawing of the Coat of Arms may be found in the in the official gazette. The updated drawing include more detailed images of the crown and the fleurs-de-lis.
