This logo/flag seems to be in scarece use — Google Lens search found out (among lots of “similar” crap — rethorical question: when/why did search engines start being so bad?…) one single hit, in a local beach safety ad meant for children in an Aguni magazine: "あぐに" *184* (2023:5): p.13: https://www.vill.aguni.okinawa.jp/material/files/group/1/20230510kouhouaguni5.pdf

According to Okinawa Prefecture Police website, The symbol mark of the Okinawa Prefectural Police is a deformation of the initial "O" of Okinawa Prefecture and the initials "P" (Police), and the image of waves symbolizes the strength and warmth of the southern sea and the Okinawa Prefectural Police's solidarity with its citizens. The coloring is based on the "blue of the sea" and the "red of the sun" of Okinawa Prefecture.
