Located in Fuchu City Tokyo and established in 1949.
The university flag has blue background with a yellow and gray emblem in the center and horizontally written kanji university name in white.
The school was founded in 1897 as a foreign language school attached to the Tokyo Higher Commercial School, and in 1899, when it became independent as the Tokyo School of Foreign Languages, this emblem was established as a result of discussions among the various instructors, including Principal Noritake Kanda.
The torch means "light illuminates the world," and the L stands for the Latin acronym Lingua; as for the eight feather wings, they are said to refer to the eight language departments that were taught at the beginning of independence.
