a sport club from Tripoli, Libya.

It was taken during a football match against Espérance Sportive de Tunis, in
which by the way, a fan flag for the other club, Espérance Sportive de Tunis is
seen here (probably another fan flag and not the official flag even though they
might look similar):
It's important to notice that Al-Ahly or Al-Ahli (Arabic: الأهلي) is the Arabic for "national" and several clubs in different countries have the same name. In fact, we have one in Egypt featured on FOTW.
Two clubs in Lybia have such name:

The flag of Al-Ahli SC (Tripoli) is the coat of arms (https://upload.wikimedia.org/wikipedia/en/b/ba/Al-Ahli_SC_Tripoli_(logo).png) in the middle, as first reported by James Dignan, on March 4, 2011. However, this seems to be a fan flag (although the official flag might look very similar).
