It looks like the commune's council is messing around a lot with their
symbols. You've got one of the new flags right - the vertical one.
But, according to the "uchwala" (resolution?) of 2005 the commune has
two flags - one horizontal and the other vertical.
It says: "The Commune's flag is the rectangular horizontal flag and
the rectangular vertical one with the Arms, and in the colors of red, black,
yellow and white.
Rectangular horizontal flag: rectangular piece of cloth in the red,
black, yellow and white colors, placed vertically, in the sequence starting
from the hoist - red, in the form of trapezoid, with two straight angles,
band of black adjoining the red trapezoid and band of yellow, double the
width of the black band. The rest of the flag, comprising 1/2 of its length
is of the white color. Ratio of the width to the length of the flag is
1:2.
Vertical flag with the Arms: rectangle of the colors of the horizontal
flag, where the Arms are placed in the middle of the white, upper part
of the flag."
And you are right again - the Arms were changed too - in the graphic
display - modernized? as you've said.
Conclusion: the horizontal flag is plain, without the Arms, and the
vertical one (banner?) is more elaborate - (ceremonial?) with the inclusion
of the Arms.

According to the communal website
the present flag differs from all previous ones: it is a banner of 4 horizontal
slanting sripes white - yellow - black - red, with in topcenter the communal
arms. Overall proportions 2:1.
The arms are also different: the eagle is facing sinister and is a
bit modernized, it seems.

Flags adopted in 1991. A photo you find on this
webpage. Namysłów is in Namysłów county, c. 100 km north of Opole.
German name: Namslau.
