Russia has for some time been banned from displaying its national or historical flag and name in any format or case. So lately, Russia has been represented by its sports federations and Olympic and Paralympic committees.
As the Russian Paralympic Committee has both illegal details in its sign and flag, a special sign was made and a special flag that will be used for the time being during the Tokyo 2020 Paralympic Games and the Beijing 2022 Paralympic Winter Games.

The flag and symbol was authorized by Court of Arbitration for Sport in a 22 April 2021 decision, which can be read at https://www.paralympic.org/sites/default/files/2021-04/2021_04_22%20Principles%20relating%20to%20the%20implementation%20of%20the%20CAS%20award_IPC.pdf
