The tag on the high flag says "Nils Holgerssons Hembygd" (Home of Nils Holgersson). This refers to Selma Lagerlöf's book Nils Holgerssons underbara resa genom Sverige (Nils Holgersson's wondrous journey through Sweden). http://runeberg.org/nilsholg/

In the book the protagonist travels from South to North through the whole of Sweden. His starting point is near the southernmost point of Sweden, on his father's farm in the village of Västra Vemmenhög. This village is part of the municipality of Skurup.

In the book, Nils has been shrunk to a size so small he can sit on the back of a goose; the flag shows Nils riding on a goose - presumably the tame goose from his father's farm that carries him during this journey - as well as two wild geese from the flock they're travelling with. (The relative positions of the geese are a bit odd: They don't seem to fly in V-formation, or if this is a somewhat odd perspective, you would expect the wild geese to be in front.)
