From the site of Ukrainian
Heraldry:
"It was confirmed at 2002. In an azure shield is sable
escutcheon with or bustard, accompanied by eight or grain
sheaves. The authors are V.Kryvenko and K.Shlahovyi. The
symbolics is developed on the basis of the historical arms of the
city confirmed on November, 7th, 1847. The arms is reconstructed
with withdrawal of a provincial symbol which in due time carried
out administrative function which does not answer modern
territorial subordination of city, and the main thing -
contradicts a principle of self-management, as an attribute of
that the arms and a flag act. Wheaten sheaves in the arms testify
to old agricultural traditions of city which was the significant
center of corn-trade and the industrial base providing technical
needs of an agriculture. Bustrad represents a kind of birds which
once were characteristic inhabitants of local steppes. Besides
bustard symbolizes interrelation of the ground and air that gives
to the arms and a flag of city of philosophical value of unity of
a matter and spirit."
