From the site of Ukrainian Heraldry:
"It was confirmed at 2002. A rectangular panel with a ratio of the sides as 2:3 which consists of two horizontal strips - red, width in 2/3 width of a flag, and yellow, width in 1/3 width of a flag; on a red strip, near a staff, is the white pigeon in a ring from twenty one yellow five-petals flowers."

"It was confirmed at 2002. In a gules shield is an argent pigeon in a ring from twenty one or five-petals flowers, above it is the or narrow chief. Gules symbolizes the basic territory of region which long time has been connected to military settlements - during New Serbia (1752-1764), Black hussar (1764-1776), others regiments (1764-1783), Southern military settlements (1820-1863). Or chief symbolizes territory of former Zlatopol's'kyi region which in 1959 has been attached to Nomomyrhorods'kyi region. The or pigeon symbolizes peace character of region development. Twenty one or flowers symbolizes quantity of territorial communities in the modern administrative-territorial division of region. The author is V.A.Rusets'kyi."
