This flag comes from the book "Flags to Color, Washington to Lincoln," and is found on page 2. It's listed as "the Constitution Flag, 1787."

"Colors: Seven red and six white stripes; yellow inscription."
"The articles of the Confederation proved unworkable as a form of government and therefore a new constitution was drafted which went into effect on 17 September 1787, as celebrated in this flag, and is today the oldest written national constitution still in effect anywhere in the world."
