Description of the Flag

Based on a photo posted by Ismael Muñoz to the NAVA/Flags and Vexillology Facebook group, the flag is now known to differ from the winning flag design announced in March 2018. https://www.facebook.com/photo?fbid=4358663540848721&set=gm.10158253607132761
