Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

Archived copies of the pages about Webster County are still at*/ and*/ It is a ~3:5 plain dark (black?) flag with lettering and an irregular array of stars.

The lettering consists of two lines, centered along the width of the flag and offset vertically to the top, possibly centered on the upper half of the flag. These are set in light (white?) wide, serif capitals, reading "Story" and "County", the upper line larger and the lower with mid-dots between each letter "C·O·U·N·T·Y". The stars are 17, light (white?), arranged in a seemingly random pattern and drawn in five different sizes - being four larger, and the remaining 13 in the same smallest size. All stars have 16 points each, the cardinal ones being noticeably longer.
Their approximate locations, irregular as they are, follow:
( 25;193) smallest size
( 44;159) smallest size
( 55; 69) smallest size

photographic artifacts in the original.)
