Description of the flag

The flag of the City of O'Fallon in Illinois is 19 alternating red, white and blue stripes with the words O'Fallon and Illinois written over it in an Irish script.

The O'Fallon site is that of a private individual, not of the municipality and there is no explanation of the flag given on the page- is the name of the village really on the flag, or just overprinted upon the graphic? Also, if the lettering isn't really on the flag, is the flag even the municipal flag, or just a generic clipart flag the site owner is using to decorate the page?
