The Flag

The flag is a white field with a white banner which is inscribed with the city name. Under the banner is a dark red star. The city motto: "STAR CITY OF EASTERN KENTUCKY" is inscribed underneath the star.

Based on the photo, the letters may be thinner or further apart, particularly for "EASTERN KENTUCKY" but for the others as well. There's more space between the city name and the upper and lower edges of the ribbon; i.e., the letters should be shorter. In "STAR," the "T" is much lower than the "S." I think the star should be slightly smaller.

Seal

The seal is made of a red ring with golden outlines. Inscribed is the city name at the top of the seal, with the establishment date at the bottom. An artistic depiction of the West Prestonsburg Bridge crossing the Levisa Fork with mountains in the background is used as the seal's centerpiece.

The logo is a green box with a dark teal silhouette of an uppercase P. Inside the P is a simplified outline of the West Prestonsburg Bridge with a star shining above it. Under the P is the city name in the same dark teal color.
