The release stated:
While recovering from a bone marrow transplant in late 2017 
and early 2018, Josh Buell decided that his hometown of Lake Saint Louis needed 
a flag. The City has been flying a flag which is the City's logo on a white 
background. This flag was never formally adopted as the official City flag, and 
is not in keeping with the five design principles recommended by the North 
American Vexillological Association.
Being a bit of a vexillologist (a person who studies flags) 
himself, Josh decided that his hometown needed a flag that reflected what was 
special about lake Saint Louis, while adhering to these principles. He took to 
designing a new flag, one that he felt met these goals. This is what he came up 
with, and what the design represents.

According to the city council packet on the day of adoption, Lake Saint Louis 
had previously used an unofficial logo-based flag. The Facebook page shows only 
a small picture of it.
