I noticed a comment by IDontRentPigs in which they stated that this was the flag of Saline County, Nebraska. After doing some research, I found a flag & seal contest announcement on the county's website. It was announced on February 17, 2016 and the dateline would be on May 26, 2016. The flag would be adopted in summer or fall of 2017. I looked into the county's Facebook account which depicts the flag next to the Nebraska state flag.
