Description of the flag

The city of Batavia has responded that it does not have a flag.

Despite what I was told by the Batavia City Hall, the city does indeed have a flag! The picture linked at https://www.google.com/maps/ was taken in July 2016, a little more than two years before city hall told me that Batavia didn’t have a flag.
