The City of Athens has reported that it does not have a flag.

The town flag can be seen at a memorial for former state senator Donald T. 
Caruth, who died in 2010. Its possible that the flag was created in honor of his 
passing.
There is also a West Virginia University document about a 
comprehensive plan about Athens which shows a depiction of the flag:

The flag is a light blue field with a 
white border, separated a thin black border. In the center is the town seal, 
white a slight radial gradient of white eradiating off of it. The seal is 
slightly modified with the town and state name taking up one side of the ring 
instead of two. The founding year is also moved from the water and onto the 
seal's ring.

The seal shows a gold ring with the town and state name inscribed on it. The 
disk depicts a simplistic scene of a sun rising over mountains with a body of 
water at the bottom, possibly referring to a reservoir on the Laurel Creek 
located south of the town. Inside the water is the founding year.
