The flag seems to be a white field. In the middle is a yellow outline of West
Virginia. Overlaying the outline is the city name with the state initials in
black. the text also seems to be radiated by a white shadow of the text. This
connects to the location of Vienna in the state. Above this is a white banner,
it contains two black stars on ether side of it. in the center is the text "CITY
OF" in a red color. Below is a yellow banner with the text "PRIDE OF THE
VALLEY". On both ends of the banner are the establishment and incorporated years
of the city.
