The Vietnam Reform Party was established on 10 September 1982 with Vice-admiral Hoang Co Minh elected Chairman of the party, but went public only on 19 September 2004. It plans to end Communism and rebuild Vietnam. The name of the party is based on a contraction of Viet Nam and Canh Tan, which means wide ranging reform and modernization. The party is of course not welcome in Vietnam and vilified by the official media.
