The flag of President of the Republic
Zambia is Orange with the Coat of Arms in the centre. The flag was adopted and described in the National Flag and Armorial Ensigns
Act (as indicated above). Part II of the Schedule gives the Armorial Ensigns
the dimensions 1:1, on a flag of overall dimensions 3:2 and to the following colour
specification:
'Spectrum Orange', British Colour Council Shade reference 57.
I guess that it is fairly straight forward to interpret this to mean that the
Coat of Arms is a half of the height of the hoist.

The National Flag and Armorial Ensigns Act illustrates the flag with small
coat of arms – its height is about half of the hoist size of the flag. Images of
real flags show bigger coat of arms; its height is about two-thirds of the
hoist.
