Flag adopted 24.03.1998, according to Dirk Schönberger's Administrative Divisions of the World website (who quotes Ulle 2000 as reference). From Ralf Hartemink's International Civic Arms website:

The arms were granted on August 18, 1997. The district in the Middle Ages belonged to either the Counts of Orlamünde (black lion, red hearts) and the Lords of Lobdeburg (silver bend), which is symbolised in the upper part of the arms. Later the whole area belonged to the Duchy of Saxony-Eisenberg, the arms of Saxony are shown in the upper left corner.
