Adopted: 4 July 1997. Ratio: 1:1. Maksa is a rural municipality (vald) in Tartumaa County (maakond).

Blue and green refer to the coat of arms of Tartumaa. Blue is also symbol of mentality, abstinence and sky. Green symbolizes nature, farming, youth and hope. Windmill refers to the farming. Waves refer to the Emajõgi river.
