The Ministry of Interior of Egypt is responsible for law enforcement in Egypt.

 I believe this is likely the flag of the Egyptian national police rather than the Interior Ministry. Either way, the graphic is based on the photograph and description from Esteban's E-mail.

Even though Wikipedia's article depicts the flag and the respective emblem and labels them as "Egyptian Police", I'm more inclined to believe that the main purpose is Homeland Security, and when you access the main official website (the English version) you can see that it says Minister of Interior, and not Police. In fact, the historical background section always mentions the history as a Ministry.

Also, take the following into account: "Interior Minister's post like other major posts in Egypt was assumed for a long time by non-Egyptian ministers with no police or security background. Currently, it is a must that the Interior Minister be a descendant of Egyptian parents and a graduate of Police College. Premiers are no longer capable of assuming both posts as Interior Minister's post has become completely separate due to the enormous and significant tasks it entails; being directly in charge of preserving citizens' security, safety and properties. The Interior Minister has to relinquish his title as a police general and his name is only preceded by the title (Mr.).

So, in conclusion, the Minister of Interior must be a Police General but assumes the post as a Civilian. So, after all, it is the flag of the Ministry of Interior.
