As Arabic is read right-to-left, the slogan in the top blue area reads: "Republic of Iraq Ministry of Interior". In the lower right area the Arabic slogan reads (again) "Ministry of Interior", beneath the bird's head is the slogan "Allah Akbar" or "God is Greatest", and at the bottom the date below the green wreath corresponds to "1922" AD (perhaps the date the ministry was originally founded).

The top line translated from Arabic into English reads: "In the name of Allah/God, the Most Gracious, the Most Merciful" (called the "Basmalah" -- one of the many practices taught by Islam is that its Muslim followers should begin their activities in the name of Allah/God). Below that, there is a long phrase in a semi-circle design that reads: "You who believe, if you support Allah/God, then follow." Below that is the short slogan: "Believe Allah/God Almighty". The top line in the blue shield reads: "Ministry of Interior". The bottom line reads: "Commanding Forces Federal Police".
