Castries City Council

Searching through the Internet, I read something interesting. The Whitehorse YK website has a flag flying policy in PDF document, which claims that the city is flying its sister cities flags on certain dates. Among them the flag of the Castries City Council from St. Lucia, on first Monday in March. Furthermore it claims that the city has that flag in its inventory.
See: <http://www.city.whitehorse.yk.ca/vertical/Sites/%7B77FF5155-2407-453B-BAE8-67D8813B88C6%7D/uploads/%7B3120DDEF-E215-4D13-94A4-CFB68A89528A%7D.PDF>.

Then I tried to locate an image of the Castries flag on its own website: http://www.castriescitycouncil.org. Not much luck, but on one black and white photo the Castries flag is partially visible: www.castriescitycouncil.org. It is Castries emblem, including "CASTRIES CITY COUNCIL" on a white disk (I assume that the coat of arms is black and white) on a colored background (most probably red) with wide (blue ?) border. I invite you to browse the net. Maybe you'll get better luck and find some color photo :)

That's marvelous: see also Schedule A (Flag Policy Schedule) and Schedule B (Flag Inventory), a list of flags which are kept in inventory at City Hall, Whitehorse, as it lists a whole load of other flags, for example HMCS Whitehorse (Naval Reserve), Arctic Winter Games Corporation and Block Parent, amongst a whole load of city and sister city flags.

I think it may be framed, instead, with the wide border being the frame. That leaves just a seal on a blanket, I fear.

The flag of Castries, capital of St. Lucia, is of a very British style, a red ensign with the national flag in the canton and the city council badge on fly.
