The coat of arms was designed by the architect Humberto Murillo Lozano, being approved by the council on 5 December 1989. Description according to Héraldica Municipal de Chihuahua:
Shield of only a section, resolved over Spanish field, its blazons are a cypress, to the manner of sacred oak tree of the Basques, whose trunk is crossed by two wolves, passing one through and another through the back, making allusion this blazon to the constancy with which all that the inhabitants of this municipality propose is achieved; the head of a Jesuit forward to one of its evangelized which is a Tarahumara, a head of cow and a cob make allusion respectively to cattle-raising and agriculture. The year of 1640 corresponds to the foundation of the population by the Jesuits and whose original name was Santa Cruz de Tarahumara, as a complement this shield has a ribbon with the name that this Population carried for a time: Santa Cruz del Padre Herrera, a crown reminds us that these lands pertained to the Kingdom of Spain. In the margin or bordure a shell has been placed, symbol of baptism.
At the top of the bordure are the words "ROSARIO CHIHUAHUA", with the code 08 to the left for the state and 056 to the right for the municipality; these are codes used by INEGI for statistical purposes. Two alligator juniper branches serve as a wreath to the shield.
