According to [c2j87] (and mostly copied here, see also kind of English translation) the coat of arms of Halden is the current form was adopted by the town's administration on 13 December 1927. The general design was established already when the town was granted the market rights by Frederick III on 10 April 1665 providing the blazon: "Een med Harnisk væbnet Mand med et blott Slagsværd i Haanden, staaendes paa et Bierg eller Klippe." which is more or less "An armoured mad with a sword in hand standing on a mount i.e. a rock". It refers to the building of Fredriksten fortress over the city.
A seal was made after the royal decree, the oldest known impression of it is only from 1707 - [c2j87] shows that seal, but contiunued describing the design of 1840 (as visible at http://halden350.no/om/ ) having the ribbon with the name Fredrichshald at the top and "Gud er med os" (God is with us) under it, which may be foun in early city militia flags of 1702 and 1704. In 1840's the motto "Altid tro" (Always true) was added.
The old city name Halden was retaken in 1928 changing the text in the current design (the year discrepancy is in the [c2j87], probably due some decisions not being adopted on the same exact day).
[c2j87] mentions also that the city got its flag in 1936, in which the warrior stands under the year and the motto inscription.

The warrior is identified there as Immanuel (Hebrew name literally meaning God is with us), the 1702 and 1704 flags details are shown, but more important - it states that the 1936 flag already included no inscriptions at all, only the yellow warrior on a blue background.
