Kolno county

Kolno County (Polish: powiat kolneński) is a unit of territorial administration and local government (powiat) in Podlaskie Voivodeship, north-eastern Poland. It was created on January 1, 1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town is Kolno, which lies 89 kilometres (55 mi) west of the regional capital Białystok. The only other town in the county is Stawiski, lying 16 km (10 mi) east of Kolno.
Area: 939.73 sq.km (362.8 sq.mi); Population: 39,676 (2006).

Arms and flag adopted on August 31, 1999 (resolution # IX/46/99) and confirmed on November 20, 2002 in the Law ("Statut) (resolution # II/9/02).
"Arms: Spanish-style Shield divided horizontally into two parts.
On the upper gold field an image of Saint Florian pouring water on the burning church.
On the lower, green field there are: crossbow - gold with the silver arrow: deciduous tree - gold; and an ax - golden handle with silver blade.

Flag: a rectangle composed of two equal horizontal bands: green over yellow, with the Arms placed centrally."

Statut Powiatu Kolneńskiego - Rozdział 1 ( Przepisy ogólne):
§4 / 3. Flagą powiatu jest prostokątny płat materiału, składający się z dwóch równoległych pasów jednakowej szerokości - żółtego i zielonego ( w układzie poziomym) z wizerunkiem herbu powiatu umieszczonym centralnie.

Translation:
Statute of Kolno County -Chapter 1 (General):
§4 / 3. The county flag is a rectangular patch of material, consisting of  two parallel strips of equal width - yellow and green (in a horizontal layout) with the image of the county Coat of Arms is placed centrally.

I believe that the textual description (in statute) is wrong. The image at county-website is heraldic correct and certainly in use.
