Shield are Or a an embattled tower Sable masoned Argent with port and windows Argent between three lozenges Gules two and one, in chief two orbicular crosses Gules (co-called Portuguese templar crosses). Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "PENAS ROIAS".
Source mentions also the Portuguese Heraldry Institute (Instituto Português de Heráldica), which is an unrelated entity, although sharing most of the membership; maybe someone in I.P.H. authored this project in its name, or maybe this mention is a mistake. I don't know whether these symbols were later on approved locally and published in the official journal; see also the commune's "logo" among others on p.6 of this unrelated article likely given by the communal government on author's request). Eitherway, 2003 seems like long ago, and this commune was not disestablished in 2013.
