It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

Coat of arms

Shield Argent, a Latin fleury fitchy Gules flanked by two wheat sheaves Vert tied Or, in chief a crown Or nimbed Azure, in base an oak branch Vert fruited of the same. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "ALCARIA RUIVA".
Meaning:
The nimbed crown probably is alluding to Our Lady of Conception, the local patron saint. The cross is alluding to the Order of St. James. The sheaves are symbolizing agriculture.
