Former flag : national flag with provincial seal in the center.
Description from http://en.wikipedia.org/wiki/Seals_of_The_Provinces_of_Thailand
The provincial seal shows Pra Samut Thewaa, a deity who guards the sea, sitting on a stone in the sea with the sunset behind. The stone is his divine vehicle. The sunset symbolizes the Andaman Sea, which lies to the west of the province.
