The seal is explained in this article from the Manchester Historical Society: http://www.manchesterhistory.org/reprints/MHS3_TownSeal.html
The seal was designed by graphic artist Edwin R. Hyjek and was adopted in 1965. The importance of the silk industry is captured by a mulberry tree with 48 leaves, which are the sole source of food for silkworms. The tree "represents life, beauty, growth, permanence, strength, protection all of which can be interpreted into the image of Manchester." The year of incorporation, 1823, is written in silk thread.
