(A) There is hereby adopted by the City Council an official flag as hereafter described, which may be used in public places and on public occasions, without limitation, as the symbol representing the city. The design may be used without payment of any royalty or license fee.
(B) The design for the city flag shall be as follows, with parts thereof as hereafter described:
(1) The buckeye in the center of the circle represents the City of Hillsboro and the State of Ohio, the “Buckeye State.”
(2) The red wagon wheel effect in the circle represents the many roads leading into the city.
(3) The seven white triangles around the circle represent the seven hills upon which the city is built.
(4) In 1807, Hillsboro, named in honor of Lord Hillsborough, was founded by David Haynes and named the county seat of Highland County.
(5) The intermingling of red and white on the flag represents the weaving of the city’s past heritage with the present and future of the city.
