"Paris is a city in Henry County, Tennessee, 86 miles (138 km) west of Nashville, on a fork of the West Sandy River. As of the 2000 census, the town had a total population of 9,763. It is the county seat of Henry County." - from Wikipedia,_Tennessee.

A photo of the flag can be seen in Paris Police Department website: The flag is the French tricolor with the city seal in the middle of the white stripe. As far as I can see, the ratio of the flag is different from that of the French flag, probably 1:2.
