The municipality is named after Chief Albert John Luthuli who was an anti-apartheid activist and President of the African National Congress between 1952 and 1957.  He was awarded the Nobel Peace Prize in 1960 for his role in the non-violent struggle against apartheid and was the first person of African heritage to receive the award.
